KINSHASA, Congo — U.N peacekeepers patrolled the streets of a subdued Congolese capital and riot police arrested a handful of stone-throwing protesters Thursday, the day after incumbent Joseph Kabila was declared winner of historic presidential elections. The loser, a former rebel leader, vowed to contest the count.

Businessmen, fearing violence, kept their shops shuttered. Few vendors were on the streets, many workers stayed home, and most schools were closed until Monday. There were no traffic jams in the usually bustling capital.

Nigeria scams
Financial crime in the UK stemming from Nigeria involves "billions of pounds" but not enough is being done to stop it, a report has concluded.

Internet scams, credit card fraud and money laundering are going unchecked by governments in both countries, research group Chatham House says.

The crimes are not given priority but have become a "large and pressing problem", the author says.

Poisoned Russian ex-spy
A former Russian KGB colonel living in Britain and poisoned by the toxic chemical thallium remains in a serious condition in hospital.

HBO to Launch Online Comedy Channel Through AOL

The Romanian economy has a growth potential of almost 7% growth over the next few years, an increase from less than 6%, which has been the norm in recent years, the National Forecasting Commission (CNP) says.

The growth potential increased as a result of foreign investment and of the productivity gain, Ion Ghizdeanu, CNP chairman, told a seminar discussing macroeconomic issues.

He sees the growth potential of the Gross Domestic Product at close to 7% a year until 2009. "This potential can be achieved, provided that no problems arise," the head of the National Forecasting Commission stated yesterday.

Romania churns out malls faster than most of Europe
The stock of retail space in Romania will increase by 50 hectares by the end of next year, which puts it among the top ten countries in Europe. This is what a survey by real estate company Jones Lang LaSalle found.

The growth pace on this dynamic segment of the real estate market exceeds the levels recorded in France, Belgium, Sweden and Hungary, but is lower than in Italy, Spain, Germany, Russia, Poland and Turkey.

Top 100 richest companies in Romania
Petrom, BCR and Orange are, in this order, the most valuable Romanian companies, as shown by the "Top 100 most valuable companies in Romania" yearbook, published by ZIARUL FINANCIAR, which comes out today. Petrom was valued at 8.97 billion euros, BCR at 6.07 billion euros and Orange at 4.81 billion euros. Vodafone comes next, 4.33 billion euros, followed by BRD - 3.57 billion euros.

The ranking was put together by taking into account the market capitalisation in the case of the listed companies and the financial results of the last few years for the companies that are not listed, the debts, the market share and, more importantly, the value of the transactions on their respective business segment lately.

Foreign textile manufacturers eye domestic market
Major European clothing manufacturers are choosing to locate their factories in Romania, mainly because of the cheap workforce and the possibility of their investment quickly paying off, companies in the industry say.

"When Romania becomes a EU member, the domestic textile industry will strengthen, due to faster deliveries as well as the highly-qualified workforce it offers," states Dietmar Stiel, general manager of Avanz M.C, a German consultancy firm, which has been operating locally since 1992.

Although some of the domestic players, such as the representatives of Pasmatex Timisoara argue that companies will no longer work under the outsourcing system in Romania, a series of foreign manufacturers are interested in expanding their business locally, by collaborating with domestic producers.

Emerson to start works on second plant in Cluj
American group Emerson, world leader in the industry of electrical engines, has announced it intends to start building the second plant in Cluj-based industrial park Tetarom II. "We are currently at the design stage, but we are planning to start construction by the end of this year.

The new plant will produce high-capacity alternators, and construction works are to be completed in the autumn of 2007," Calin Banciu, general manager of Emerson Romania told ZF.

Emerson will also complete its first Cluj-based plant next year in July, following an approximately 25-30 million-euro investment. This production facility will have an approximately 6,000 square-metre area and will also include a research centre,
