Leaders of e-government market, says Bill Gates
Romania is one of the leaders of the e-government market as it offers transparent projects that can improve the administration and can ensure better jobs, said joint founder of Microsoft Company Bill Gates on February 1, at the inauguration of the Microsoft Support Center in Bucharest and
launch of the Windows Vista system and the Office 2007 package.
The Microsoft Windows Vista and Office 2007 project involves many Romanians too, said Bill
Gates, who added that Microsoft Windows Vista and Office 2007 were two important products
people worked very much on and that the project involved very many Romanians too, Gecad company included.
Microsoft opened its first office in Romania in 1996. In the fiscal year 2006, which ended on June 30 last year, Microsoft group had revenues amounting to 44.3 billion dollars. The net profit of the group was 12.599 billion dollars. The assets of the above-mentioned company are almost 70
billion dollars.

Norwegian investors in Romanian
Bilateral trade between Romania and Norway has recorded a remarkable dynamic over the
past five years, with a peak value in 2006. Since November 30, 2006, the bilateral flow of goodshas reached 336.9 million euros (up 70 percent over the similar period of 2005), of which exports totalled 238.7 million euros (a 100-percent rise), and imports stood at 98.3 million euros (a 24-percent rise).
The main Romanian exports were ship bodies, which made up 80 percent of the total exports.
Direct Norwegian investment in Romania reached 15.8 million euros and there were 195 operational Romanian-Norwegian joint-stock companies.

French entrepreneurs interested in big infrastructure projects
Some great French entrepreneurs are interested to enter energy and transport infrastructure projects due to be launched in Romania in the years ahead, said the Chamber of Commerce and Industry of Bucharest City, quoted by daily Ziarul Financiar on January 29.
Several French companies will participate in March in a business mission in Romania, in order to study opportunities to develop the infrastructure, with the projects necessary in the area in the next ten years put at some ten million euros, said Konrad Eckenschwiller, permanent representative in France of the programme Global Compact.

We import top Romanians for multinational companies
The Romanian experts who left abroad are interested in becoming managers of the local
companies and the multinational companies that have been on the local market for a longer time will give up the expats in favour of native experts, reads Cotidianul newspaper on February 1,anticipating the tendencies to appear this year.
"We are facing a new phenomenon, which tends to grow in intensity: the Romanians want to get repatriated. There are persons who held leading positions in the United States, Great Britain or Germany and who now want to come back to hold high positions in companies located in Romania,"said Panos Manolopoulos, general manager of the executive search company Stanton Chase.
The companies these Romanians focus their attention on work in telecommunications, FMCG or industry, says the Stanton Chase manager.
On the other hand, the number of expats is growing and Panos Manolopoulos ascribes this
tendency to some new companies entering the local market. According to him, the number of
foreigners coming to Romania within a year with a view to holding leading positions is 200-300 on average and the medium duration of their stay here is about 2.5 years.
The data supplied by Stanton Chase say that at present there are about 10-15,000 foreigners working in Romania, who have come on the basis of some labour contracts concluded for a determined period of time. There are also other foreigners who, starting in the 90s, came to Romania intending to develop their own businesses and their number is much larger.
Experts in executive search estimate that some of the fields in which foreigners will go on holding key positions are the real estate industry, banking or retail business.

Privatization, the best solution for Tractorul Brasov
The procedures initiated by the State Assets Realization Authority (AVAS) to find a solution to privatise Tractorul Brasov is the best way out for the farming machines producer, Premier Calin Popescu-Tariceanu stated on February 1.
While in the Hall of the Economic Studies Academy, the chief of government said that he was informed about the situation of Tractorul employees who will be laid off. Tariceanu underscored that the general rule in market economies is that profitable companies stay in business, whereas loss-making units need to find solutions to restructure and reorganize in order to continue activity.
"The government will reach all the necessary economic or social accompanying measures for
the project to be carried through," concluded Tariceanu.

Finance Ministry says Romania ready to absorb European funds
The Romanian Government on Wednesday approved strategy documents for the absorption of European funds in five fields, as well as the National Strategic Reference Framework for 2007-2013, Prime Minister Calin Popescu Tariceanu stated on January 31.
The five operational programmes regard transport, environment, human resources, regional development and technical assistance.
"The documents will be submitted to the European Commission in the following days. At its next meeting, the Government will tackle the remaining sectoral operational programmes, namely for increasing economic competitiveness and developing administrative capacities," said Tariceanu.

Dairy industry struggles to leave behind current crisis
More than 40 percent of the Romanian white cheese market is on the verge of exploding,
according to Cotidianul daily, with thousands of small producers to wander panic-stricken in the dark by the middle of July when the harsh sanitary-veterinary norms to be implemented then would most probably lead most of them to bankruptcy.
A recent panic has hit the small producers, as under the new circumstances the shepherds
would be clearly chased off the market, with their cottage cheese and all.
The roller began to crush everything falling outside norms immediately after their entering into force on January 18, 2007, following an order of the Romanian National Sanitary-Veterinary and Food Safety Authority (ANSVSA). The Order No. 301 came with new harsh conditions that were meant to copy the EU norms on the processing and sale of milk and cheese, and of some other animal and non-animal products by the small producers. Nevertheless, the order was suspended after only two days, with the ANSVSA having postponed its entering into force by six months so as to allow producers arrange their sheepfolds with ceramic tiles, stainless tools, running water and perfectly hygienic rooms, with the technological flow coming only one way etc. Producers understood they are not allowed to sell their cheese farther than 30 kilometers from where they produce it, otherwise being forced to sell the milk to a larger producer

Romanian companies to produce alternative energy for non-repayable money
Romanian companies may access EU structural funds, for energy projects totaling 210 million euros, starting this year, say officials of the Intermediary Body for Energy (OIE) with the Ministry of Economy and Trade.
There was also established the largest value of the EU grants a company can get. Thus, the
utmost grant for energy efficiency projects amounts to 50 million euros, to 10 million euros for the capitalization of renewable resources, while the non-repayable EU loan for curbing the negative

After joining EU, Romania did not change its stand on issues of European interest, says
Traian Basescu
President Traian Basescu on January 30 assured President of the European Commission Jose
Manuel Durao Barroso that, after joining the EU, Romania did not change its stand on any issue of
European interest.
The Romanian head of state and the European Commission official had a working lunch in
Brussels on January 30, an occasion on which Traian Basescu insisted on assuring Jose Manuel
Durao Barroso that the Romanians would be good Europeans. "I have assured the President of
the European Commission that we will have a good mastery of the art of negotiations and compromise
and that Romania would consolidate its institutions so that it should make its contribution as important
as possible to the development of the European Union," said Traian Basescu.

Government completes structural funds control mechanism
The Romanian Government adopted the amendment to the ordinance on the control and recovery of community funds, as well as of the related co-financing funds spent inappropriately, in
order to prevent their being blocked by the European Commission.
Romania has a department in place responsible exclusively for this sector, the Anti-Fraud Department(DLAF) that coordinates the entire system for the combat of frauds affecting European funds in Romania.
The Government set the bases of a three-stage system: identifying unlawful activities, assessing the prejudice and recovery thereof.
The Romanian Executive instated the obligation to notify the measures or actions undertaken within 30 days since receipt of a relevant request from DLAF.
DLAF was established in 2005 and is the point of contact of the European Anti-Fraud Office
(OLAF) in Romania. DLAF is exclusively competent for the control of European funds.

Romanian accountants about EU entry
Romanian accountants deem that the European Union membership will trigger problems rather
from customers and less from the direct foreign competition or new accounting norms, reads an analysis carried on February 1 by daily Ziarul Financiar.
Concretely, accountants expect part of their customers, most of them small and medium-sizedenterprises (SMEs), to go bankrupt because their incapacity to adapt to the new market conditions,namely to higher quality standards at lower prices, triggered by the foreign competition.
As regards the direct competition, one of the solutions due to be used is the merger of smaller accounting companies able to take over more customers and provide diversified services. The fear of losing customers and employees will determine more and more accountants to associate,
said Aurelia Radoi member of the accounting company Synectic Accounting. The legislation on accounting norms has been, to a great extent, adjusted to EU norms.
