Fifteen European Tourists Kidnapped in Ethiopia
Fifteen European tourists were kidnapped in the remote desert of northern Ethiopia, one of the hottest and most inhospitable areas in the world, a diplomat and people in the area said. The French Foreign Ministry confirmed Friday that Western tourists have been kidnapped in Ethiopia, but declined to say how many or indicate their nationalities.

French Foreign Minister Philippe Douste-Blazy said at a press briefing in Paris that officials believe French citizens were among those seized in Ethiopia.

The tourists were in four-vehicle convoy in Dalol, 500 miles northeast of Addis Ababa, traveling to salt mines in the Afar region, when they were kidnapped Thursday, a businessman and a tour operator who work in the area said. The British citizens were believed to be in the convoy as well, the businessman said.

Clinton and Obama woo black vote
Democratic rivals Hillary Clinton and Barack Obama have crossed presidential campaign paths for the first time in Selma, Alabama.

The top contenders for the Democratic nomination were speaking at a day-long series of events to mark a 1965 civil rights march in the southern US state.

Their attendance is being seen as an attempt to attract crucial black votes.

Polls show Mr Obama has been gaining ground among black voters over Mrs Clinton who is still the front-runner.

Forty-two years ago, the small town of Selma, Alabama, was the scene of a black civil rights march attacked by state troopers and police on what became known as Bloody Sunday.

VAT rise hits German retail sales
German retail sales slumped in January, as a sales tax rise introduced at the beginning of the year started to bite.

Sales fell by a larger-than-expected 5.1% from the previous month, the biggest fall in almost eight years, the Federal Statistics Office reported.

Germany raised value-added tax on purchases to 19% on 1 January, in an attempt to lift federal finances.

Experts have warned that the VAT rise will crimp spending in the first three months of the year.

BNR: People may receive loans in the absence of a down payment
The people who intend to take loans from banks will not have to pay the 25 per cent advance payment, from the amount borrowed, in case of mortgaging loans, and 30 per cent in case of consumer loans, according to a norm set by the National Bank of Romania (BNR). The decision was made on Friday, within BNR Administration Board, Mediafax reports.

At the end of last year, the central bank published a draft regulation addressing loans for individuals, where it eliminates certain restrictions.

Prudential norms addressing risk exposure in case of individuals, asked by the central bank two years ago, have been regarded by several analysts as being inefficient, particularly that in case of consumer loans, banks have found option to avoid restrictions.

EU warns on possible difficulties related to budgetary deficit
Romania needs to take advantage of the current fast economic growth period in order to accelerate the budgetary deficit cutting process, according to a draft of a document to be worked out by the European Commission (EC), according to Reuters, cited by Mediafax. This future requirement of the European Executive would be based on the fact that likelihood was pointed out for Romania to exceed, on medium term, the threshold of 3 per cent from Gross Domestic Product (GDP), asked by the European Union for joining the eurozone. “The budgetary situation does not secure sufficient guarantees that the budgetary deficit would not exceed 3 per cent of GDP (...) Romania is invited to take advantage of the favourable economic context in order to significantly accelerate the cutting process, establishing more ambitious targets in 2007 and over the next years in the budgetary field”, according to the European Commission draft.
